CNN Central News & Network–ITDC India Epress/ITDC News Bhopal: The Jammu and Kashmir administration on Wednesday appointed block development officers as administrators for the Halqa Panchayats falling under their jurisdiction for six months.

The move comes following the conclusion of the five-year term for elected Sarpanchs and Panchs in Jammu & Kashmir. The administration made this decision citing satisfaction that the immediate constitution of Halqa Panchayats is not feasible.

In a notification issued by the Department of Rural Development and Panchayati Raj, it states, "The term of Halqa Panchayat(s) expired on 09.01.2024, and the Government acknowledges the immediate constitution of Halqa Panchayat(s) is not possible."

It said in accordance with section 9 of the Jammu & Kashmir Panchayati Raj Act, 1989, the government appoints Block Development Officers (BDOs) as administrators for Halqa Panchayats under their jurisdiction for six months starting from January .2024 or until further orders.

Similar arrangements were made for urban local bodies last year after their five-year term concluded in October-November, with deputy commissioners and additional district development commissioners empowered as administrators for municipal bodies.

The anticipated elections for Urban Local Bodies and Panchayats in October-November last year were postponed due to various reasons.
